Resolved Question: When is the best time to go to Queensland/New South Wales Australia?

You see, I hear a lot about australia in like december and stuff (aka the australian summer) but not much about australia in june or july. I am planning on going to australia in june or july, which is australian winter. I would really like an answer from someone who lives in or has been to australia during this time. Here are some of my questions: Is it usually sunny or rainy? How warm is the water? Do people go surfing or scuba diving during these months? What's the temperature like?
